BAWDESWELL PARISH COUNCIL- EXTRACTS OF MEETING HELD ON MONDAY 2nd SEPTEMBER  2002 at 7.30pm. in  the village hall.

PRESENT: Councillors Battley(Chairman)Clarke,Hind, Farthing and Smith.     Mr. J. Mallen(DC)  .  6 Parishioners.
APOLOGIES:  Councillor Cunliffe.  Mrs. I. Floering Blackman.
MINUTES OF LAST MEETING:     Agreed and signed.
P.C. Vacancy - Mr. James Lilwall has been co-opted to serve as a Parish Councillor.
P.C. Responsibility for Village Hall - Clerk been in contact with Veronica Savage,Norfolk Assoc. of Village Halls and Mr. Stuart Chaplin, NCAPTC .asking their advice and help.  Clerk to find original legal document regarding ownership of Hall.   Matter held pending October meeting..
Planning:  
- 2 Bell Close - extension to dwelling - no objections.
- The Old Rectory, Foxley Road - erection of cottage and garage - Objection is that it is too near the road and outside the building envelope. 
- The Old Workhouse Bar,The Street - variation of condition 5 to use designated car port for outside drinking area.  (Both the Chairman and Mr. Lilwall declared an interest and signed the ''Declaration of Interest Book'').     The PC strongly objected to this as it was felt that the new drinking area would mean more cars being  parked outside thus increasing congestion in the Street which is on the main bus route and causing problems to neighbours.   Complaints have also been received about the noise level in the evenings.  The PC felt that this extension to the bar would not be suitable in the middle of a built up area.  
- The Paddock , Reepham Road - Debbie Wragg, Enforcement Officer confirms that none of the conditions have yet been met and it is thought the site is up for sale. The new owners will still have to comply with all conditions laid down in PP.
PC will be kept informed.
PP granted to :  
-Rose Cottage, The Street-first floor extension to form bedroom and shower room.    
-Land fronting 6 Blackhorse Close - change of use to garden land and replacement of garage. 
Audit:  New audit forms just received - audit date 30th September - Clerk to circulate copy of completed form to all Councillors.
- Complaints received from Parishioners regarding cars speeding through The Street, doing wheelspins etc.   Letter to be sent to the Chief Constable listing registration numbers of 6 vehicles involved.
DATE OF NEXT MEETING IS MONDAY 7th OCTOBER AT 7.30PM. IN THE VILLAGE HALL - ALL PARISHIONERS ARE WELCOME TO ATTEND.
