Foxley Parish Council Meeting

Précis of meeting on Tuesday 11 September 2007 in the Village Hall.

Present: Mr Harvey, Mr Barrett and Mrs Nightingale( Pritchard), Mrs Floering Blackman, 12 parishioners and the clerk. Mr Mears and Mr Hatch and the District Councillor had sent apologies.

Minutes of the last meeting on 11 July 2007 were approved and signed.

The Chairman introduced Angie Powles our local Police Community Support Officer who gave a resume of the work of the new Safe Neighbourhood Teams. Once all PCSOs had been trained and were in post, Norfolk would be fully covered by a network of cells comprising Police Officers and PCSOs. The Community Officer could act as eyes and ears on each patch and deal with low key neighbourhood disputes. They would also raise public awareness of the need to report every incident to the central station at Wymondham where it is logged so that coherent patterns can be discerned.

Matters arising:

1. Saffron Housing had withdrawn their application.

2. The Council resolved to adopt The Code of Conduct including paragraph 12(2).

3. All village assets, i.e. The Hall, the War Memorial, bus shelter and the village sign were now fully insured.

Drainage Matters-The Vice chairman had sent a report of his dealings with Anglian Water who after 29 phone calls in one month plus a site visit, had agreed to re look at the way sewage was to be dealt with. Before W Foxley scheme can start, surveyors will look closely at  E Foxley and if the two are to be linked.

The Emergency Plan still needed more volunteers; hopefully they would come from the Homewatch Team.

Planning Applications

DR Builders application for a pair of 2 bedroom cottages had been withdrawn .

Permission was granted to Mr & Mrs Edwards for the demolition and erection of a single storey extension.

DR Builders had resubmitted their application regarding the above cottages but this time each dwelling would have 2 car spaces. Good deal of comment from the public and strong objections would be sent to Breckland.

Village Matters -Mr Bambridge was dealing with Andrew Grimley from Breckland regarding the smell of Mr Davis pit at Church Farm Barns. He will monitor the situation.

The broken white barriers on the highway at Chapel Road (W) were inspected and put on the list for maintenance by Highways.

Councillor Hatch though absent, had penned a submission regarding a recent AGM

of the Village Hall at which the possibility of a permanent license was raised. A group of villagers were in total disagreement and the matter dropped. Councillor Hatch pointed out that the VHC gave of their time and efforts voluntarily for the benefit of the village as a whole and he felt that the opposition to the idea offered an insult to the committee for a reasonable and reasoned suggestion. He proposed that the Parish council expresses its appreciation and full support of the Hall Committee in its management of the Hall. The Council did so.

The painting of the Village Hall had been done in conjunction with Norfolk Probation Service and everyone agreed that they had done a great job.

Highways were to be asked to cut brambles on the old road to Bawdeswell and to remove Natterjack signs from the verges.

Finance: The financial report was presented and signed.  The clerk was given permission to go change the arrangements for the deposit account.

Date of the next meeting was booked for Tuesday 11 Dec at 7.30pm in the Village Hall.
