Message from the Chairman of Foxley Parish Council

The splendid celebration lunch reported on above was probably the biggest gathering in the village for some time. It was most appropriate to mark the occasion of these major renovations to the building, erected shortly after the last war, on land kindly given by the late Geo.Guymer; he would have been proud to see how well it has all been carried out! This leads to the purpose of this note, which is to put on record the most sincere “Thanks” of Foxley Parish Council (being the Trustees), to the Chairman and Officers of the Village Hall Committee, who have made this all happen. They have planned it, fund-raised, chased grants and kept the whole thing moving forward to the most pleasing result we see today.

I am sure the village of Foxley as a whole would wish to join us in thanking them, not forgetting the several volunteers, who gave of their time and skills to the project.

John Harvey (Chairman).

Rock at the Rec was a huge success.  The Bands were really good, the burgers were exceptional and the beer was cheap!  We managed to raise over £200 towards BAG and have added this new event into the yearly social calendar of Bawdeswell! (next one is July 10th 2010) A very big thank you to everyone involved in organising and helping – without you it would not have been possible.

BAG summer activities

I would like to extend a massively big “Thanks” to Janet and her BAG team of volunteers for such a varied and busy summer holiday activity programme.  I think it has been the best summer yet!  Remember, however, that these activities are [mostly] FREE OF CHARGE and are only possible by the fundraising we do throughout the year, and more importantly, because of the volunteers.  You did a fantastic job, and thank you so much.

FOXLEY PARISH COUNCIL - EXTRACT OF MINUTES OF MEETING HELD ON 8 SEPTEMBER 2009 IN THE VILLAGE HALL

Present: Councillors Harvey, Barrett, Hatch, and Mansfield, Mr B Borrett

(County Councillor), Mr G Bambridge (District Councillor), C Boer and 2 Parishioners

Matters Arising

Anglian Water Sewerage Pumping Station:  A Temporary Traffic Order has been received which will temporarily close the following roads (except for access) from 8th September 2009 – 13 November 2009 because of the installation of a new sewerage system; Mill Road from its junction with the Old Fakenham Road westwards for 290 metres and the Old Fakenham Road from its junction with the A1067 Norwich Road north-westwards for 375 metres.  Some parishioners expressed disappointment that the contractors for this project, Barhale, had failed to inform adjacent residents of the newly constructed contractors compound of the size and timing of this construction, which would have enabled these residents to shut windows etc, as some residents experienced large amounts of dust/rubbish being blown into their houses via open windows etc.  Therefore the Clerk has been commissioned to write to Anglian Water/Barhale outlining these comments from parishioners.

Planning

Mobile Home at Moor Farm:

Planning Application 3PL/2008/1577F Mobile Home; confirmation received that the scheduled appeal following the refusal of this planning permission was withdrawn by the applicant prior to the hearing.

New Planning Application 3PL/2009/0507/A: Mobile Home (temporary period of six months); confirmation received detailing the refusal of Planning Permission.

Floranova 3PL/2008/0413/F:  G Bambridge confirmed that Breckland Council have accepted the scheme for means of surface water disposal, from the applicant, as outlined in condition 3 of the planning permission granted 7 July 2008.

Finance

Donation Letters:  Following letters that had been received from the Bawdeswell Badgers Pre-School and the North Elmham First Responders in May, requesting donations from the Parish Council, it was agreed then that these requests be discussed again in September.  The Parish Council has agreed that a sum of £50 will be donated to the Pre-School, and a representative from the North Elmham First Responders will be invited to deliver a presentation at a forthcoming Parish Council meeting, before the Parish Council makes a decision about their request for a donation.

Village Matters

Provision of a Sand/Gritting Box at the Chapel Road Junction With The Street:  This matter was raised and investigations are currently being made as to whether this provision is necessary.  Should any parishioners which to comment on this subject then please contact the Clerk.

Celebration Luncheon of the Village Hall Committee:  Following the recent celebration luncheon held in the Village Hall, the Parish Council would like to take this opportunity to once again express its gratitude for the sterling work the Village Hall Committee continue to do to make the Village Hall an excellent facility for the parish.

Date of Next Meeting, Tuesday 10th November at 7.30pm in the Village Hall.

East Foxley Sewer

There can hardly be anyone in the village unaware of the ongoing Parish struggle to get a proper sewer for The Street. Briefly, historically, a pipe ran down from Church Farm with what was washed out from the farmyard and drains going down added other surface water. Most rainwater was dealt with by way of ditches, until they were, for some reason, filled in, so that flooding on the scale seen in recent times, was not a feature. But, back to the drain: at some stage a property or two started to put sewage into it and rather than construct a proper “Sewer”, the Authority merely renamed this pipe, just that! It is and has been, along with its pumping station, totally unfit for purpose. Even Anglian Water knows this, but now say they have not had sufficient complaints registered to enable them to move the problem up their list of priorities, to do anything about it! This, despite numerous call-outs and many hours of time chasing them to rectify problems.

PLEASE will you complain to the Water Authority every time you see a manhole cover up (mainly the one nearest the pumping station) & sewage in the street, so they are inundated, which they say will lead to action! The number to call is 0800145145 & press Option 1. Please also copy to the Parish Clerk, Claire Boer by e-mail cboer.parishclerk@fsmail.net - or phone 688415.

Thank you.

John Harvey

Chaiman. Foxley Parish Council.

BAWDESWELL PARISH COUNCIL

DIGEST OF THE PARISH COUNCIL MEETING HELD ON 7 SEPTEMBER 2009

Present:    Councillors Shannon, Mason, Beane, Kirby and Mallen, Mr B Borrett (County Councillor) Mr G Bambridge (District Councillor), C Boer and 2 parishioners.

Presentation by Mr Robert Gurney, Chairman of the Bawdeswell Heath Trust  Following a written report from the Bawdeswell Heath Trust to  the Annual Parish Meeting, the Parish Council had invited Mr Gurney to give a more detailed appraisal of the extra support the Trust needs.  Mr Gurney explained that the role of the Trust was to maintain Bawdeswell Heath for the benefit of locals. The Trust also provides a small gift of £25 to surviving spouses on the death of parishioners.  The current challenges facing the Trust faces include: finding a botanist/horticulturalist to succeed Mr B Flynn who for many years, until his retirement, organised and managed the maintenance programme; to fund any future maintenance programme, and to secure more voluntary involvement.  Last month the Heath Trust met with a representative from the Norfolk Wildlife Trust, which is now developing a longer-term maintenance programme for the Heath, bearing in mind the limited budget and skills available.  In thanking Mr Gurney for his presentation, the Parish Council agreed to seek more voluntary support for the Heath Trust through this digest and to re-consider the level of its financial support once the cost of the longer term maintenance programme is known. Therefore, if any individual, in particular someone with botanical/horticultural expertise, is interested in joining the Heath Trust or offering whatever support they can to help maintain the Heath, please contact the Clerk who will pass their details to the Heath Trust.  The Parish Council also urges parishioners visiting the Heath to do their bit to help preserve this vital asset for the community by picking up any litter and reporting damage etc.

Ongoing Issues from Previous Meetings

Adams Pit:  All investigations into the existence of a drain from the Pit, including a recent goodwill gesture by a resident of a neighbouring parish, to excavate using his mini digger free of charge, have proved to be negative.  Therefore the Trustees have agreed in principle to fund the creation of a new drain from the Pit, subject to any necessary refinement of the quote already provided, given the need to add the creation of a bund on the Western edge of the Pit.  The final location of this drain has also yet to be finalised.  A recent meeting with Mr Stocker, the Ecologist at NCC, to discuss a report prepared by the Tree Officer at NCC, established which trees are to be felled and/or coppiced around Adams Pit, and it is hoped that the Trustees will be able to arrange for much of this to be undertaken free of charge.  The Parish Council hopes that the coppicing, creation of a drain and bund, and some planting of hedging will start shortly and be complete by March 2010; otherwise it will have to be delayed until Autumn 2010 because of the wildlife-nesting season.  Your cooperation during this work would be much appreciated, so please keep clear and stay safe while machinery is in use in the area.

Possible Provision of Allotments:  Following the article in the last digest of minutes, the Clerk has now a list of 11 parishioners who have expressed an interest in having access to an allotment if this facility became available within the Parish.  The Parish Council will now consider providing allotments for the Parish and would therefore like to hear from any landowners who would be interested in either selling or leasing land to the Parish Council, and/or from any parishioners who have land they would wish to share with others. Please contact the Clerk to discuss further.

Planning

PA 3PL/2009/0403/F: The Cottage, The Drift, erection of a 2-storey extension including granny annexe: Planning Permission granted with 6 conditions. The PC raised objections to this application over the size of the proposed extension in comparison with the existing dwelling.

PA 3PL/2009/0048F: Appeal against the refusal of a Planning Application to subdivide the 4-bed house adjacent to the village shop to 3 x 2-bed dwellings.  The Parish Council agreed to reiterate its concerns previously expressed about vehicle access and the exacerbation of the parking congestion in this area.

PA 3PL/2009/0799/F:  36 Reepham Road, new conservatory; the PC supported this application.

Any Other Business of Interest to Parishioners

Land in Front of the New Folland Court Development:  For the moment, this land is still owned by Peddars Way and is not therefore currently the responsibility of the Parish Council. Moreover, following completion of this development, the developer, Youngs, seemingly has a duty to tend this land for the period of 12 months.  The Parish Council has, on numerous occasions, raised it’s disapproval as to the state of this land and, in concert with Peddars Way, is seeking that this area is properly turfed, as originally agreed, before the land is transferred to the Parish Council.  Meanwhile, the Clerk will continue to ensure that Youngs maintain the land until its transfer to the PC is complete, and the PC will continue to deliberate on the design and future use of the area.

Post Office:  It is evident that Parishioners are making a real effort to use the outreach Post Office within the village, but are disappointed when the facility is not available due to the sub-postmaster being away.  The Clerk has been commissioned to determine if locum post office staff could cover such  absences.

The date of next meeting is: Monday 12th October 2009 at 7.45pm

PROJECT BAWDESWELL

We have met a couple of times over the summer and a lot has been happening.  The good news is that the children’s holiday activities run by BAG, were highly successful.  The bad news is that the Biffa application for a grant to upgrade the children’s play area was refused because there are other more deserving cases!  This seems pretty incredible to us, and all we can say is we feel sorry for the other cases!  We are certainly doing our best to secure a grant and there is another application in the pipeline.  The children have been drawing pictures etc. of what they would like in their play area, which is required and will be used as part of our submission.

Project meetings are held at the Village Hall at 10am on the last Saturday of each month (except December). All are welcome to attend.

STOP PRESS - Project Bawdeswell are pleased to announce that we are very close to securing a grant to improve the current play area.  There is lots of consultation being done with children in the village and we hope to have some proposed plans for viewing and comments really, really soon.

Bawdeswell Book Club

At our September meeting we discussed Loving and Giving by Molly Keane.  We had not chosen the title but just a novel by Molly Keane because we were looking for something light hearted and amusing.  The library had more copies of Loving and Giving so that became the choice!  Not really the way to select reading matter and it did not meet our expectations at first.

The theme of loving and giving is threaded all through the novel; the setting is a decaying large country house in Ireland, which is home to a bizarre and eccentric dysfunctional family.  Dada has his horses and doggies, mother has her lover and auntie has the money.  The story follows the life of the daughter of the house, who also has doggies.  She is basically unloved by her parents – she has the unusual name Nicandra (after her father’s favourite horse), and when she is quite young her mama runs off with the estate manager and auntie’s diamonds, never to be heard of again.  Auntie seeks to make it better by spending what’s left of her money on dada and Nicandra, – dada gets more horses and a ride on lawn mower, which eventually becomes the means of his end.  Nicandra gets a handsome husband whom she dotes on but who is only interested in her inheritance.  Auntie gets herself a cosy caravan on the terrace outside the dining room doors, which she shares with her long dead stuffed parrot and is waited on by the last remaining employee of the estate, Silly Willy.  This seemingly ideal world is shattered when Nicandra attempts to return, and leads to the ending of the novel, which did thoroughly surprise us all.

It wasn’t until we were talking about the book that it did meet our expectations of being humorous and we had an amusing hour recalling some of the particularly bizarre scenes.  We also decided we would like to read another Molly Keane novel.

The Book Club meets in the Workhouse Bar on the first Thursday of every month at 8 pm.  New members are always  welcome.  We mostly obtain books from the library so there is not the expense of buying new books each month.  We are reading The White Tiger by Aravind Adiga for our next meeting on 1st October 2009.

BECK  W. I.

The Coffee Morning held in the Old School Room, Sparham on Saturday  5th September was a great success and it was lovely to welcome friends from other parishes.

The W.I. Display caught the eye of all who came and people were soon making for the Cake Stall which was laden with delicious cakes and pastries. It was fascinating to see the wonderfully varied items on the Bring and Buy Stall and the ladies in the kitchen happily kept everyone supplied with morning cups of tea / coffee.  The Raffle had some most acceptable prizes and helped boost the amount taken to £ 232.55.    Thanks to those who manned the stalls and all who helped in any way.

Nearly a ‘full house’ at Sparham’s Old School Room on Monday evening the 14th September. Nice to see everyone.

Immediately after Aleathia’s welcoming words and Introductions, our guest speaker June Baker, began her Illustrated talk on Windmills. We saw an astonishing number of coloured slides, all of windmills in various locations. Water and pump windmills, post windmills, smock windmills, tower, drainage – June knew them all.

Local windmills were recognised by the majority of us, but we were all impressed by the number of windmills June , with her husband Phil, had seen and photographed while on holiday in further-a-field counties.  She also had quite a collection of teacloths showing – WINDMILLS.

The tea / coffee break then followed. June judged the exhibits – ‘Baked item using flour’.  1st Jennifer. 2nd Christine. Faith won the raffle. Tickets were handed out to the four members going to the Autumn Federation Meeting at Hoveton later in the

month and Aleathia checked the number going to see ‘The Producers’ at Norwich’s Theatre Royal in February.

Our next meeting is on Monday 12th October ( 7.30 p.m.) and the speaker will be Philip Walker. His subject is  Beekeeping and some of us will remember his appearing

in the Springwatch programme filmed recently at Pensthorpe. The exhibit is a Cup and Saucer. Hope to see you all.  Friends especially welcome.

Reepham and District Rotary

On a bright and sunny Saturday afternoon on 15th August several members enjoyed an afternoon of bowls as guests of Cawston Bowls Club. Mixed teams of men and ladies from Cawston and Rotary played against each other in a relaxed competition. The bowling was followed in the evening by a BBQ arranged by Rotarian Cliff Harmer.

In what has now become a tradition we shall be running the Art Tent showing the work of local artists at the annual Aylsham Show which will be held on Bank Holiday Monday 31st August 2009 at Blickling Hall. We are also holding a raffle in aid of EACH and the Rotary International programme to eradicate polio. Prizes are of  a framed original painting entitled Autumn near Holt, by Ken Walton and a framed photograph of Timber Quay at Barrow Haven, presented by one of our members John Tym..

We are also supporting the  Sustainable Reepham Campaign and the Soroptomists’ collection of bras campaign to help women in West Africa .

Bawdeswell Speedwatch

Speedwatch has now been running for several months with seven volunteers, but only five have taken part in the checks and further volunteers are being held up by lost paper work in the police checks.  A large amount of motorists slow down and observe the speed limits, some accelerate after the check - one was recorded going away from the check point at 64 mph and this was towards the 20 mph zone.  I would like to say a big thanks to all who turn out.  Any person over 18 years of age who is willing to give one hour a fortnight please contact the Parish Clerk (01362 688415) or myself (01362 688) for more information.

Wensum Valley Birdwatching Society

Field Trip:  Bill shepherd led a group on our annual trip to Minsmere. The weather was perfect and all the target birds were seen, including bittern, hobby, green sandpiper, wood sandpiper and ruddy duck.  After Minsmere the group made for Dunwich Heath hoping to see the Dartford warbler, they were not disappointed.

Talk:  Founder member David Pelling showed us excellent photographic proof that the Atlantic Rain Forest of Brazil is the place to see an exciting array of birds and other wildlife. David saw more than 350 different species and recorded the dramatic feather colours used in rival displays. Every colour combination possible darted at you from the screen. David gave us many of the bird names, but resorted to his inimitable sense of humour if stuck. We were shown a close-up of a very wise looking brown owl. This is the roadside owl, he said, I know it is because I saw it perched on a post at the roadside.

Wensum Walk:  A new idea, an informal walk in the WVBS area on any day of the week, to enable members to get together and enjoy a bit of birding followed by a pub lunch. Our first walk was led by Jacky Pett along footpaths from Lenwade Common, through Walsis Farm, to Sparham Pools. Lots of species were seen including a little owl and, because we had an expert with us, also several species of butterflies and dragonflies were identified.

October diary dates: On Thursday 15th, WVBS member and bird artist, Steven Cale will talk about ‘Birdwatching in Turkey’. Start at 7.30pm at Weston Longville Village Hall. Our talks are open to all but there is a £2 charge for non-members. This is also a chance to buy some unique greetings cards.

For our outdoor trip we are taking an RSPB cruise round the Wash. The trip, lasting about 5 hours, starts from Boston Harbour, travels down the River Haven and onto the wash. This is a very popular outing and places go fast. All our places went in the first week but details of other RSPB trips in this area are on www.RSPB.org/events

Note:  Due to an oversight, the Wash cruise was advertised for September in some magazines. It was a senior moment on my behalf, but I blame my computer.

FOXLEY ST.THOMAS’

On Saturday 5th.September St. Thomas’ was beautifully decorated for the wedding of Gary Hoptrough and Clare Salmon. Ailsa McColville had made some lovely arrangements of vibrant locally-grown flowers and Vic Gathergood had made sure the churchyard was trim and tidy, all particularly important bearing in mind the T.V. and film connections of Gary and Clare and the consequent expert photography. We wish them every happiness in their life together at their home in Chapel Road.

Another event took place, a few days later, at Sylvia McColville’s house next door in Chapel Road – a party, to which she invited her friends for a convivial Bridge afternoon and an ample tea. In turn the players were so generous that £200-00 was raised for church funds. Grateful thanks to Sylvia and her friends!

Later that evening the P.C.C. met at Chequers, home of Nigel and Monica Hatch. Inevitably we discussed the present state of the Church of England and its finances, not to mention our own funds and the likely cost of our hoped-for renovations, explained to us by Dr. Tony Rushbrook. Particularly, though, we were encouraged to hear from Tony, that, at last progress is being made to bring our lovely peal of bells back into use. The technical advisor for church bells for the area has been to inspect them as well as some local enthusiasts and we now know that a sufficient number of potential ringers has been recruited. More funds required, of course, to supplement available grants.

We also heard  from Monica Hatch about recent happenings in our benefice and were pleased to hear that £160-00 had been donated for the charity “Hope for Heroes” at the recent Men’s Breakfast in the Village Hall.

Our Harvest Festival Service will be on 4th.October at 4-30 pm. All the produce from our gardens and other provisions will be given, as usual, to the Reepham Day Centre to help with their meals, or given to the elderly and disabled  people who go there.  If you would like to contribute or help with the decorations, do please contact me.

Forthcoming events:-

One More Step- An informal joint service with the other parishes, Sun. 11th. October at 10-30 am.

Children’s Society Coffee Morning Weds, 2nd. December, 10-00 am.

From the Rector

Dear Everybody, hello again,

The teacher on my holiday art course was an interesting person.  He had teamed up with the psychology department at his university to test how people interpret what they see, and how they turn that into paintings.  What they discovered was relevant to more than just art.

Among other things, how people see colour depends on context.  Look carefully about you.  Lay a piece of paper flat; then hold it up against the daytime sky, then against something green, or red.  You know that the piece of paper isn’t different.  But the way it looks changes – and it’s not just about dark and light.  The colour next to it influences what you actually see.  But would you say: “well, the paper’s always white”?

And then, on the same day that I was told this, I found myself in a general discussion, putting forward views that aren’t really mine.  What I was saying didn’t sound like the “me” that I think I am.  But in the context of that discussion, with those people, in order to state what I thought would be heard as the truth, I over-stated my case.

Recently, I heard on the radio a Muslim disparaging the Bible for its contradictions; and the novelist Sebastian Faulks has criticised the Qur’an for not having stories.  Both these criticisms show unawareness of the contexts of the books.  The Bible is a thousand-year collection of sixty-six different books with a multitude of contexts; and the Qur’an comes out of a single context with a single purpose.  Not the same kind of holy book at all.  The context of things written and said does matter.

But then, taking people’s words out of context is a staple of unfair journalism, when as far as the journalist is concerned the drama of the story is more important than the truth.  In our increasingly “sound-bite” age, more and more gets served up to us out of context.

What we do should be judged in its context.  And we know that our situations and contexts change the way we behave and feel.  Do you choose your contexts to help you behave and feel as you would wish?

God bless you.         David Head
